טָבְאֵל (עזרא ד:ז-כד )
A non-Jewish resident in Israel. He and his partners מִתְרְדָת and בִּשְׁלָם offer to assist the Jews in reconstructing ירושלים . When their help is rejected they plot revenge by seeking to put a halt to the entire project. They convince רְחוּם , the Persian representative in the land, to send a letter to his king, אַרְתַּחְשַׁשְׂתָּא , arguing that continued building of the city of ירושלים will culminate in a rebellion against the king. This threat is believed and the king orders that all work cease.

טוֹב אֲדוֹנִיָּה (דברי הימים ב יז:ח)
The Judean king יהושפט is a righteous leader who walks in the ways of God. He sends a delegation of religious authorities on a circuit throughout the cities of יהודה to teach Torah to the people. טוב אדניהו , a לוי , is one of the instructors in that group.
טוֹבִיָּה (זכריה ו:ט-טו )
טוביה is part of a delegation of Jews from בבל who bring gold and silver from their community as a donation to the Temple. זכריה fashions crowns out of the material, one of which is given to יְהוֹשֻׁעַ בֶּן יְהוֹצָדָק , the כהן גדול , to wear.
טוֹבִיָּה (עזרא ב:ס, נחמיה ז:סב)
Descendants of this man come to יהודה with זְרֻבָּבֶל following the edict of כורש . The text states that their Jewish ancestry was uncertain.
טוֹבִיָּה הָעֶבֶד הָעַמֹּנִי (נחמיה ב:י, ב:טו-כ, יט-כ, ג:לג-לה, ד, ו, יג:ד-ט)
A Persian official based in עמון who, along with his partners סַנְבַלַּט הַחֹרֹנִי and גֶּשֶׁם הָעַרְבִי , harasses נחמיה . נחמיה comes to Israel armed with letters from אַרְתַּחְשַׁשְׂתָּא , the Persian king, allowing him to embark on reconstruction of the city of ירושלים . These he presents to סנבלט and טוביה who are not pleased with the prospect. At first they merely mock נחמיה claiming that his plan is a rebellion against the king, and that anyway the project could not possibly succeed. However, once סנבלט and טוביה see that indeed the Jews' work is proceeding, and that breaches in the walls are being repaired, they become angry and plan to fight the workers. נחמיה sets up a guard to protect the city from this threat: half the workers continue the labour on the wall while the other half patrol the area. טוביה conspires with the nobles of יהודה to bring down נחמיה even after the walls of ירושלים are completed. Another mention of טוביה begins with the כהן גדול , אלישיב . A grandson of אלישיב marries the daughter of סַנְבַלַּט . This leads אלישיב to do a favour for סנבלט 's comrade טוביה and provide lodging for him in the Temple. טוביה was from the nation of עמון and when נחמיה hears about the arrangement he returns from בבל and evicts טוביה from the Temple, arguing that an Amonite should not be residing there.

טַלְמוֹן (עזרא ב:מב, נחמיה ז:מה)
Descendants of this לוי return to יהודה with זְרֻבָּבֶל following the edict of כורש . This might be the same טלמון the gate keeper who settles in ירושלים in the time of נחמיה , a move which was unusual then (נחמיה יא :יט ) and who is the head of his family of לְוִיִּם (נחמיה יב :כה ).
